Bring the Soup Back to a Boil

Leftover safety advice usually ends at how fast the food went into the fridge. The step where it comes back out and gets reheated carries numbers too, and there is a real gap between steaming looks done and what the guidance asks for. Start by measuring that gap.

The reheating baseline

The USDA Food Safety and Inspection Service instructs that leftovers be reheated until they reach 165 degrees Fahrenheit as measured with a food thermometer, and that sauces, soups, and gravies be reheated by bringing them to a rolling boil. It also instructs that leftovers be covered while reheating, which it says retains moisture and ensures that the food will heat all the way through.1

Solid food gets a thermometer. Liquid food gets a visible criterion, the rolling boil, so no thermometer is needed. Either way, steam alone falls short: food steams well below 165 degrees Fahrenheit.

Before reheating, the storage clock

The reheating rule assumes the storage went right, and the same guidance writes that assumption out in numbers.

The USDA Food Safety and Inspection Service states that bacteria grow rapidly between the temperatures of 40 degrees Fahrenheit and 140 degrees Fahrenheit, that after food is safely cooked hot food must be kept hot at 140 degrees Fahrenheit or warmer to prevent bacterial growth, and that within 2 hours of cooking food or of removing it from an appliance keeping it warm, leftovers must be refrigerated. It gives the storage window as 3 to 4 days in the refrigerator or 3 to 4 months frozen, and notes that frozen leftovers can lose moisture and flavor when stored for longer times in the freezer.2

The 3 to 4 day refrigerator window is the load-bearing number. Reheating is a tool for use inside that window, and it does not resurrect food that has aged past it. A container of unknown vintage has its answer before the stove comes on.

The hours in between count too

Between storage and reheating sits time on the counter, and the same arithmetic runs there.

The USDA Food Safety and Inspection Service states that bacteria grow most rapidly between 40 and 140 degrees Fahrenheit, doubling in number in as little as 20 minutes, and that food should never be left out of refrigeration over 2 hours, or more than 1 hour when the temperature is above 90 degrees Fahrenheit.3

This is where the habit of leaving the pot on the table until midnight runs into trouble. Even food destined for a thorough reheat accrues its counter time at full rate.

Reheated or cold, the nose cannot check it

The USDA Food Safety and Inspection Service distinguishes two families of bacteria in refrigerated food and states that pathogenic bacteria, the kind that cause foodborne illness, can grow rapidly in the Danger Zone between 40 and 140 degrees Fahrenheit but do not generally affect the taste, smell, or appearance of a food, so one cannot tell that a pathogen is present.4

So the sniff-it-first test never worked. The pathogenic family leaves no smell to find, and the verdict has to come from dates and temperatures on record rather than from the nose.

What this does and does not tell you

This post covers the rules of the reheating step. It cannot judge any particular container in your fridge. Since the guidance itself says pathogens escape sensory detection, food past the storage window or of uncertain history is a discard question rather than a reheating question, and the discard call follows the official guidance for that food.
